Centre tightens noose to curb financial frauds & unsolicited messages using telecom platforms

New Delhi, Feb 15 (UNI) With an aim to make digital transactions secure, reliable and trustworthy, the Centre has tightened noose to prevent financials frauds like in Jamtara in Jharkhand and Mewat in Haryana wherein fraudulent activities has been done using telecom platform.

A high level meeting chaired by the Union Minister for Information Technology and Communication Ravi Shankar Prasad on Monday asked the officials to take strict action against erring telemarketers and individuals involved in harassment of telecom subscribers with a clear directions of taking strict and tangible action to stop such activities immediately especially to the telecom resources being used to carry out financial frauds and dupe the common man of his hard-earned money.

Noting that and financial fraud related complaints, a quick time bound action will help in reducing such menace, the Ministry will set up a ‘Digital Intelligence Unit’ (DIU) with a main function to coordinate with various ‘License Service Area level’, financial Institutions and telecom service providers in investigating any fraudulent activity involving telecom resources. At License Service Area level, Telecom Analytics for Fraud Management and Consumer Protection (TAFCOP) system will also be created.

For the effective handling of ‘Unsolicited Commercial Communication’ (UCC) and also the financial frauds being done through misuse of telecom resources, a web or mobile application and SMS based system shall be developed for redressal mechanism, a Telecom Ministry official said, adding that this will enable telecom subscribers to lodge their complaints related to matters involving UCC.

Mr Prasad also directed the officials of DoT to conduct a meeting with Telecom Service Providers (TSPs) and Tele-Marketers to apprise them of the seriousness of the issue and to ensure the compliance of laid down rules and procedures in this regard. “In case of any violation, it was proposed to impose financial penalty against the tele-marketers including disconnection of resources in case of repetitive violations’, a senior official of the Ministry said.

The above system will strengthen the trust of people in the digital ecosystem and will make financial digital transactions primarily through mobile more secure and reliable, which will result in promotion of Digital India, the official added.
