NEW DELHI, July 7, 2025–Delhi Pradesh Congress Committee (DPCC) president Shri Devender Yadav said that the BJP government at the Centre was continuously misusing the Constitutional institutions for political gains and to impose a certain divisive agenda. He said that while the BJP is creating fear among the people of Delhi by launching a new process of special intensive revision of electoral rolls, after the special intensive revision of electoral rolls in Bihar had kicked up a major row about which the BJP was playing hide and seek.
Shri Devender Yadav wondered whether Chief Minister Rekha Gupta has any answer on what basis the cut-off of Special Intensive Revision of Electoral Roll in Delhi has been notified as March 2008.
Shri Devender Yadav said that as of now, the rule for making a vote is that the applicant should have lived at the said address for the last 6 months, where the vote is to be made. He said that the votes of those living in rain/night shelters, who earn a living through begging, were to be made under this process. He asked what will happen to such voters under the new process? He said that he wants to ask the BJP government at the Centre whether it has been made mandatory for new voters to link Aadhaar card with the voter card, then why Aadhaar is not being considered as proof of identity after the completion of this process?
Shri Devender Yadav said that so far being a voter is not a proof of being a citizen and after the linking of Aadhaar card with voters by the Central Government, Aadhaar is also not being considered as a proof of identity. He asked what is the proof of citizenship under the BJP rule, and will voters be citizens in the new system?
Shri Devender Yadav said that when the Election Commission has not been able to identify the voters at two places till date, how is it possible to carry out a special intensive revision of the electoral rolls in Delhi, because every year when a large number of names of genuine voters are deleted from the electoral rolls without any reason, does the Election Commission have the resources to start a door-to-door campaign in early August?
Shri Devender Yadav asked whether the BJP is preparing to throw out the migrant labour from other States who have settled in Delhi, after destroying the slum clusters and basnishing street vendors, because the cut-off of March 2008 means that the Rekha Gupta government wants to hit almost half of the population of Delhi hard, because in January 2008, the population of Delhi was 1.64 crore while today the population of Delhi stands at 3.59 crore.
