Biennial polls to Bihar LC on Oct 22

New Delhi, Sep 25 (UNI) The Election Commission on Friday announced that the biennial election to the Bihar Legislative Council from four Graduates and as many Teachers’ Constituencies will be held on October 22. ‘The term of office of eight members of the Bihar Legislative Council from Graduates’ and Teachers’ Constituencies has fallen vacant on May 6, due to the retirement of the sitting members,’ the Election Commission said in a statement here.

Name of the eight Members and their Constituencies are – Neeraj Kumar(Patna Graduates’); Dilip Kumar Choudhary (Darbhanga Graduates’); Devesh Chandra Thakur (Tirhut Graduates’); Dr N K Yadav (Kosi Graduates’); Naval Kishore Yadav (Patna Teachers’); Dr Madan Mohan Jha (Darbhanga Teachers’); Sanjay Kumar Singh (Tirhut Teachers’) and Kedar Nath Panday (Saran Teachers’).

Considering the unforeseen situation of public health emergency due to COVID-19 and the guidelines & orders passed under the Disaster Management Act, 2005 by the competent authority, the Election Commission, on April 3, 2020, passed an Order under Article 324 of the Constitution, read with Section 16 of the Representation of the People Act, 1951, and directed that the process of election to the above mentioned seats be initiated at a later date, after reviewing the prevailing situation.

The Commission, having considered the inputs received from CEO, Bihar, decided that the above-mentioned biennial election to the Bihar State Legislative Council from Graduates’ and Teachers’ Constituencies, be held in accordance with the following programme:-

The Notification will be issued on September 28, while the last date of filing nominations is October 5. Scrutiny of nominations will be done on October 6, while the last date for withdrawal of candidature is October 8.

Polling will take place on October 22, from 0800 hrs to 1700 hrs. Counting of votes will be done on November 12, while the whole process will be completed by November 14.

The Model Code of Conduct concerning these elections will come into force with immediate effect in the concerned Constituencies.

The Election Commission said Broad Guidelines will be followed during entire the election processes for all persons. These include:-

1. Every person will wear face mask during every election related activity,

2. At the entry of hall/ room/ premises used for election purposes: Thermal Scanning of all persons will

be carried out and Sanitizer will be made available at all locations.

3. Social distancing will be maintained, as per the extant COVID-19 guidelines of the State Government and the Ministry of Home Affairs.

4. As far as practicable, large halls should be identified and utilised, to ensure social distancing norms.

Adequate number of vehicles will be mobilised for the movement of polling and security personnel, to ensure compliance of COVID-19 guidelines.
