NEW DELHI, July 12, 2025–Delhi Pradesh Congress Committee president Shri Devender Yadav said that PWD Minister Parvesh Verma is once again trying to throw dust in the eyes of the public by trotting out various excuses for water-logging and chaos on the roads despite making tall claims that “there will be no floods in Delhi this time,” though the truth was that the BJP Government has not done the desilting of sewers and stormwater drains on time before the monsoon rains arrived, despite the PWD being given multiple extentions to complete the work. He said that after the shallow claims of the Minister were exposed following the first spells of the monsoon rains submerged the city, he was now making loud excuses for the chaos.
Shri Devender Yadav said that as long as the Rekha Gupta Government replicates the Kejriwal model of loot and inefficiency, the problem of waterlogging and disorder will persist in the Capital.
Countering Minister Parvesh Verma’s statement that “engineers do a better job when they are answerable only to the people of Delhi,” Shri Devender Yadav said that if this was true “then why does a flood-like situation arise in Gurugram after a short spell of rain? Are the engineers there accountable to anyone else?” He said that the truth was that the engine of “Triple Engine” BJP Government has rusted, and now it needs to be retired, as the RSS chief has suggested.
Shri Devender Yadav asked to whom the officers should be loyal to—the Chief Minister or the ‘Super Chief Minister’? He said that the truth was that both the BJP and the Aam Aadmi Party want the bureaucracy to serve the personal orders of the leaders instead of serving the public so that public funds could be misued to create monuments like the ‘Sheesh Mahal’.
Shri Devender Yadav said that the urgent need is not to change the officials but to fix clear and transparent accountability on officers for the works they execute. He said that those who focus on the construction of palaces and luxurious government residences rather than addressing the problems of the people, then instances of construction of ‘Shauch Mahal’, ‘Sheesh Mahal’, ‘Modi Mahal’ and ‘Phool Kumari Niwas’ will multiply. He said that it was unreasonable to expect public service from such official cadres. He said that the BJP, which came to power by invoking the Modi model, is now accused of not executing the model of the Central Government.
Shri Devender Yadav reiterated the demand of putting in the public domain the third party audit report as directed by the Delhi High Court, adding that that this would bring out the real truth about the desilting works done in Delhi. He demanded that the PWD Minister should ask the contractors who are working today that they were also executing the works under the Kejriwal Government, which was steeped in corruption. Shri Devender Yadav said that only the government has changed, not the intention, nor the contractor, and in such a situation, changing the cadre will not make any difference.
Taking a dig at the ‘super CM’s’ lust for control over transfer-posting, he said, “Now they want freedom from the Lt Governor and Khattar ji too! This is a conspiracy to destroy institutions. “
Shri Yadav made it clear that the technical and non-technical cadres of CPWD are employed not only in Delhi PWD but also in the Income Tax, Ministry of Environment, Forest and Climate Change and several Central Government undertakings. In such a situation, talking about accountability only in the name of ‘people of Delhi’ is an illusion. “The real responsibility lies with the government. If ministers and chief ministers continue to evade their responsibility, officers will never become accountable, ” he added.
Shri Devender Yadav said that the drama that was enacted before the media to suspend small officers was a mere show-off. Why no action has been taken against big officers so far? Neither the potholes were filled nor the stagnated water drained out, resulting in the aggravation of water-logging. He said that it was time the Government answered the questions of the people for water-logging and stagnation, and not in spreading lies.
