
NEW DELHI, August 21, 2025 – Delhi Congress chief Devender Yadav has demanded that the Lieutenant Governor order a probe by a retired High Court judge into alleged large-scale corruption in the Municipal Corporation of Delhi (MCD) during 2022-23.
Yadav said that an audit of the MCD after its reunification exposed revenue losses of over ₹312 crore caused by irregular tax collection, non-recovery of user charges, and faulty advertising revenue practices. According to him, this “systematic loot” by both the AAP and BJP regimes has pushed the civic body into a massive debt of ₹14,000 crore, with ₹3,500 crore still unpaid to retired employees.
The audit highlights 77 financial discrepancies across seven MCD departments. These include non-compliance with solid waste management rules leading to a loss of ₹155 crore, irregularities in parking fee and conversion charges amounting to ₹9 crore, lapses in outdoor advertising policies causing ₹142 crore losses, and short payments for bus shelter advertisements worth ₹40 crore.
Yadav also pointed to a ₹81.97 crore shortfall in advertising revenue from IGI Airport, apart from losses in garbage collection fees — ₹84.9 crore in the South Zone and ₹70.23 crore in the Central Zone.
He accused both AAP and BJP of “failing the people of Delhi” by allowing corruption to deepen the financial crisis of the MCD. With unpaid dues to thousands of employees and inadequate funds to maintain basic services, Yadav said the corporation has been “reduced to bankruptcy,” and only a judicial inquiry can reveal the full truth.
